A-G drops charges against Collins Dauda, 4 others in Saglemi Housing case
The Attorney-General and Minister of Justice, Dr. Dominic Ayine, has officially withdrawn all charges against former Works and Housing Minister Collins Dauda and four others in the Saglemi Housing Project case.
The decision was made through a nolle prosequi notice filed at the High Court (Financial Division 1) in Accra on Friday, February 7, 2025.
The notice confirmed that the state would no longer pursue charges against Collins Dauda, Kweku Agyeman-Mensah (former Minister for Water Resources, Works, and Housing), Alhaji Ziblim Yakubu (former Chief Director of the Ministry for Water Resources, Works, and Housing), Nouvi Tetteh Angelo (CEO of Ridge Management Solutions Ghana Limited), and Andrew Clocanas (deceased, former Executive Chairman of Construtora OAS Ghana Limited).
This move officially concludes the prosecution’s case against the accused individuals.
Background
The accused were facing 70 counts of causing financial loss to the state over the $200 million Saglemi Affordable Housing Project.
The case, initiated during the Akufo-Addo administration, accused Collins Dauda, Kweku Agyeman-Mensah, and Alhaji Ziblim Yakubu of key roles in the project’s planning and execution.
Andrew Clocanas (now deceased) and Nouvi Tetteh Angelo were also implicated in financial irregularities related to the contract.
