EC unveils novel queue management system for voter registration

The Electoral Commission (EC) has introduced a digital queue management system to address the challenges of crowding at the ongoing voter registration exercise.

The system was introduced to enhance compliance with social distancing rules, which has become necessary to curtail the spread of COVID-19.

The EC noted in a statement that it would be the “first electoral management body in the world to implement a digital decongestion protocol based on a bio screening standard for electoral purposes”.

The voter registration exercise is nearing its last phase after the EC completed four phases in 24 days with a total of 11.7 million registered people.

The new PanaBIOS platform (www.panabios.org) will be available for use at registration centres in the Greater Accra Region at Ayawaso West, Tema Metro, La Dadekotopon and Ga North beginning Wednesday, July 29, 2020.

The new digital system will enable prospective applicants to book a slot in a priority queue from the comfort of their homes.

The EC said the national COVID-19 Tracking system had been confirmed as the channel for the new technology tool.

“While applicants have the option to use the current manual chit system, the EC encourages applicants to go digital,” the release noted.

Applicants with smartphone access can visit PanaBIOS.org to sign up for an account and follow the prompts for event registration to book a priority spot just in the same way that the USSD option works.

Applicants can also search for the registration centre codes on the same PanaBIOS platform.

Plans are far advanced to make it possible for registration centre codes to be obtainable from the national COVID-19 hotline, 311, the EC’s website and through media publication.

PanaBIOS is a pan-African “safe reopening of countries” technology application, developed as part of the African Union’s Open Corridor Initiative.

Ghana is a pioneer country in the development, testing and deployment of the PanaBIOS system through the country’s Trancop Initiative (www.trancop.org). PanaBIOS is the first reference model of the African Union’s Digital Biosurveillance, Bioscreening & Biosensing protocol (DABBIT).

How to book a priority queue slot before visiting your local registration centre

i. Dial *769#

ii. Select option 3 (event management),

iii. Choose option 1 to “check in to event or venue”

iv. Enter your registration centre code and wait for a text message with details of a slot in the priority queue at your local registration centre.
