The Ghana Revenue Authority (GRA) has confirmed that the implementation of the Energy Sector Levies (Amendment) Act, 2025 (Act 1141), will officially commence on July 16, 2025.

This follows a temporary suspension of the levy announced last month.

In a statement signed by Acting Commissioner-General Anthony Akwasi Sarpong, the GRA referred to its earlier notice dated June 13, which outlined the government’s decision to delay the rollout.

According to the GRA, the postponement was a strategic decision taken in collaboration with the Ministry of Finance and the Ministry of Energy.

The aim was to allow for closer monitoring of global oil market trends and to safeguard the gains made in stabilising domestic fuel prices.

The Authority has directed all stakeholders, especially importers, fuel distributors, and customs agents, to take note of the new date and ensure full compliance with the provisions of the amended law.

The GRA also noted that the Integrated Customs Management System (ICUMS) has been updated to reflect the changes under Act 1141.

GRA all announced customs declarations will automatically reflect the updated levy rates outlined in the Energy Sector Levies (Amendment) Act, 2025 (Act 1141), the Ghana Revenue Authority (GRA) has announced.

The GRA described the amended levy as a “critical revenue measure,” highlighting its central role in supporting Ghana’s energy sector and driving broader economic development.

The Authority urged industry stakeholders and the general public to cooperate fully with the implementation, stressing that the successful rollout of Act 1141 is vital for maintaining macroeconomic stability and ensuring the long-term resilience of the energy sector.
