The Ministry of Roads and Highways has expressed strong concern over the installation of an unauthorised billboard at the Flowerpot Interchange in Accra, warning that the structure poses a safety hazard and violates multiple national laws.
In a press release issued on Wednesday, August 20, the Ministry confirmed that the billboard was erected without the necessary approvals and is in breach of several regulations, including Section 5 of the Ghana Standards Authority’s “Advertisement Specification for Outdoor Signs” (GS 847:2019), Sections 11 and 15 of the Advertisements Act (Act 540), and Section 188 of the Road Traffic Regulations, 2012 (LI 2180).
The Ministry also acknowledged a separate statement from the Students’ Loan Trust Fund, which disclaimed any connection to the billboard and cautioned against the unauthorised use of its logo.
As a response, the Ministry has directed the Ledzokuku Municipal Assembly to work with the Department of Urban Roads to ensure the immediate removal of the billboard.
It further urged all Metropolitan, Municipal, and District Assemblies (MMDAs) to engage relevant regional road agencies before granting permits for advertisements along road corridors, emphasising that proper coordination is essential for public safety and the protection of road infrastructure.
The Ministry reiterated its commitment to ensuring safe roads and preserving public infrastructure for all road users.
It also appealed to the Advertising Association of Ghana to strictly enforce its code of conduct on outdoor advertising structures, as part of a broader national effort to regulate and maintain safety across Ghana’s road network.
